What does CE stand for? 什么是CE标识

CE is the abbreviation of “European commucities” and symbolises to custom officials that the product marked complies with one or more relevant EC-directives.

F Why was the CE Marking “invented”? CE标识的"起源"

The countries that are united in the EU (European Union, formerly known as EC, European Commmunity) want to make trade between its member states and with the whole Union easier. To avoid a separate marking in each country, technical regulations and standards are harmonized. The CE-mark is like a passport that allows the product to enter the EU and to travel freely between all member states. CE标识是欧盟（其前身为欧洲共同体）为简化成员国间及与欧盟整体的贸易流程而设立的统一认证体系。各成员国通过协调技术法规与标准，避免了各国重复认证的需求。CE标志如同产品的"护照"，确保商品可无障碍进入欧盟市场并在所有成员国间自由流通。

F What regulations are there? 涉及的法规

The EU has issued several “Directives”. These Directives give general indications about requirements of products. 例如

However there are other directives that may effect other products or equipment.

F Does the Directive give exact test standards?

No, the Directives contain general requirements and regulations concerning documnetation, scope of applicability etc. The testing is usually done according to harmonized EN-stnadards or national standards like DIN/VDE if no EN-Standare exists. The Machinery Directive is an exception because its Annex I states very detailed safety/testing requirements.  

F How do I know which Directive applies to my product ?

Generally speaking, the Low Voltage Directive covers the safety aspects of all electrical equipment with a voltage between AC 50V and 1000V or between DC 75V and 1500V.  

The EMC-Directive covers all products which might be affected by electromagnetic radiation or which may themselves send out electromagnetic waves which interfere with other appliance. This means that all products like household appliance, products with motors and, to a limited extent, also luminaries and battery operated products, have to comply. In contrast to the RFI-tests, the EMC-regulation also covers (passive) immunity of the product.

The Machinery Directive conves all products with at least one movable part that may be mechanically dangerous. For a specific evalustion of your product please contact our Product Safety Department.

What about Timing ?

Since 1996 the CE-mark is compulsory for electrical products, because then the EMC-Directive came in force. The Low-Voltage-Directive became mandatory in January 1997. The Machinery-Directive is mandatory since January 1995.

Who is responsible for affixing the CE-mark ?

The manufacturer. The CE-mark is the responsibility of the manufacturer/or the importer into the EU. He himself declares that his product complies with all relevant Directives. The CE mark is not awarded by a test organisation.

Apart from the product itself, what else has to be done by the manufacturer ?

The manufacturer has to issue and sign a “Declaration of Conformity” (DCO) which states the conformity of his products. This Declaration must accompany the goods when sent to Europe, otherwise the customs will not let them cross the borders. He also has to set up a “Technical Construction File” (TCF) which contains all relevant information about the product. This might be needed if the EU-authorities ask for information about the product.

Finally the manufacturer has to attach the CE-mark to the product as per marking guidelines.

But what can we do for the manufacturers ?

Although CE-mark is the responsibility of the manufacturer, we can be of great help.

We can perform all the safety and EMC tests that are required.

We can issue a Certificate of Compliance with EC-regulations if required. This will definitely be a Marketing Advantage for you concerning your European clients.

We will issue the verification proof if your products pass the test.  This is also a Marketing Advantage because a CE-marking does not have the same authority as these protected marks by a “competent body”
